After the Peace Silver Dollar was discontinued in 1935, the federal government considered re-introducing the dollar coin in a less expensive metal. The primary incentive was cost; paper dollar notes had a limited lifespan (typically a few years) while coins can last 50+ years. Despite the obvious cost advantages, the U.S. Mint had to overcome resistance from a public accustomed to $1 bills.
